Incorrect combo box behavior while using high-resolution scroll mice

While scrolling under the combo box, items switch on every fractional step, which introduces jumping to 3-5 items during one discrete scroll.

It must react only to discrete scroll. Maybe it is not directly about the combo box; the combo box is where it can be easily reproduced.
