ICD bearer management plugin has a circular Qt dependency

The ICD bearer management plugin depends on Qt based libraries, which by design don't exist at Qt compile time.

Suggestion 1: Make a stand-alone version of the ICD bearer management plugin that can be compiled at a later time
Suggestion 2: Add the dependent libraries to src/3rdparty and link them statically into the plugin
