Msys2 or alternative solution needed for Windows arm64 host to build ffmpeg

Current msys2 to build ffmpeg is for x86_64 and didn't find msys2 for windows arm64 host

Is there other ways to build ffmpeg at windows on arm64 host?

Both (msys2 and ffmpeg) are currently skipped until msys2 (or alternative solution) is available for windows arm64 host to build ffmpeg. Cross-compilation from win x86_64 is one, and currently only known, possibility to produce ffmpeg binaries for windows arm64 target.
