Qt Widgets Designer executable is not built with QT_BUILD_TOOLS_BY_DEFAULT OFF

      When configuring the Qt super-repo with `-DFEATURE_designer:BOOL=ON` and `-DQT_BUILD_TOOLS_BY_DEFAULT:BOOL=OFF`, only the Qt Widgets Designer libraries will be built. The executable itself will not be built.

      The configure summary indicates that Designer is enabled by reporting:

      Qt Tools:
Qt Designer ............................ yes

      The configure summary makes no distinction about which parts of Designer will be built.

      I couldn't tell if this was intended or not. If this is intended behavior, feel free to close this.
