Vale: Modify the python script to account for environment variables

      The latest version of vale (3.4.2) lets you override the config and styles path using the VALE_CONFIG_PATH and VALE_STYLES_PATH environment variables. The script should consider these variables before linting the HTMLs.

       

      Acceptance criteria:

      • The script considers these variables when available
