Add macOS 15 nightly to CI

      Steps

      1. Upgrade a test host to macOS 14.5, which is required to run macOS 15 guests
      2. Install and run Xcode 16 on host, to install support code for running macOS 15 guests
      3. Download macOS 15 beta IPSW from https://developer.apple.com/
      4. Create Tart VM via `tart create --from-ipsw`
      5. Install OS and set up based on macOS tier1 instructions
        1. If Tart crashes during any of this, run with `--suspendable`
      6. Push image to CI tart registry
      7. Register image with OpenNebula so it can be used in Coin configurations as a template
