This is likely expired certificate issue in external dependency paho.mqtt.testing which is installed in /coin/provisioning/common/windows/mqtt_broker.ps1
There seems to be a fix https://github.com/eclipse/paho.mqtt.testing/commit/073555aaafa112aeeef3f702ce7c750a4e0bf94d
