Standalone qmlls binary via github actions

    Description

      Find a way to have a standalone qmlls binary that can easily be downloaded by LSP clients and that can be released more often than the qt release cycle. It should be built and distributed as parts of github actions.

       

      Investigate whether deployment scripts can be used for that, or if a static build might be enough.

      Current status: ( done in progress to do won't do)
      static builds for:

      • windows x64 + signing
      • windows ARM + signing
      • linux x64
      • linux ARM
      • macos intel x64 & ARM + notarization
