Allow to set chosen FPS value

    Description

      Consider changing the API to allow you to directly set the FPS value for the camera.
      Currently we can use only received supported formats.

      Formats contain maxFrameRate and  minFrameRate. But current API doesn't allow to set chosen value (for example but there can be case when customer want to set lower FPS).
