REG[5.15.15->5.15.16] QTextEdit accessibility behavior changed

If QAccessibleValueChangeEvent is used for QTextEdit to read out the programmatically added text this does not works in Qt5.15.16 and 5.15.17

Attached example can be used to reproduce:

Run the example and then hit ctr+win+Enter to start Narrator 

Then hit ctr+/ to add text, Narrator only speaks "Slash 1 2 3 etc"
