WindowActivate and WindowDeactivate events sent incorrectly for help menu on Mac

Create a Main window and add a help menu item.
Each time the menu item is clicked the main window get the WindowDeactivate Event allthough it is not deactivated.

This issue is for Cocoa only.

Please see attached example to reproduce, and patch for a first attempt to fix this.
