port tst_lconvert away from Perl

    Description

      The lconvert autotest uses a Perl script to generate some test data: tests/auto/linguist/lconvert/data/makeplurals.pl

      Not all test machines have Perl available anymore, which caused QTBUG-127841.

      Task: Port the script to C++ or CMake.
