ctrl modifier with keyboard for wasm with touch on windows doesnt work

when pressing ctrl-c or ctrl-v to copy or paste in a text edit, or line edit "c" or "v" gets inserted instead of ccpy or paste action. this is for windows with touch enabled. if touch is disabled (disabled in the device manager) the app behaves correctly. tested browsers edge, chrome. it's as if the ctrl modifier is ignored.

reproduce by compiling simple text edit application.

this is VERY bad.
