Check why the exporting the QESDP dtor specialization is necessary when ltcg is enabled on Windows platforms

      During the API review process we noticed that avoiding the export of the QESDP dtor specialization leads to the linker issue on Windows platforms when enabling ltcg.

      This should be investigated and the code is using QT_DECLARE_QESDP_SPECIALIZATION_DTOR should be adjusted accordingly.
