[EGLFS] Popup windows only appear at the first time.

After the first time a popup window is closed, it does not appear again.

simply reproduces with an example, Menus. (qtbase/exampels/widgets/mainwindows/menus)

1. click any of menus.

2. click out of the menu button.(don't click the same menu button as 1)

3. click again the menu as 1.

Expected:

show the menu popup.

Actual:

button is clicked but the popup does not appear.
