libQt6QmlToolingSettings.a is required for user app configure step

    Description

      When user configure own project cmake should not care about libs used
      during qml tooling builds like libQt6QmlToolingSettings.a

      This bug results from QTBUG-130442, see comments for more info.

      It still could be fine to ship some not used libs, but at least configure step
      should not fail if not needed/used lib is not there.
