Raise minimum CMake for Android listed in documentation

      In Android NDK 22, there is a change that required a CMake bump to at least 3.19. However we have listed a higher minimum CMake requirement for MacOS and iOS already. https://doc.qt.io/qt-6/cmake-supported-cmake-versions.html and we could match that requirement by adding Android to the list of platforms on that page.
