Debug dock widgets when restored un-docked are always-on-top

the debugger dock widgets, when un-docked during a session will behave correctly, i.e. they follow the Z-depth of the main window. But with this un-docked window kept undocked, when quitting the app, and restarting it, the un-docked window(s) is restored to it's un-docked position (very nice thank you) BUT, it is now "ALWAYS ON TOP" of all the other apps on my desktop.

I undocked many debug widgets and they all exhibit this. During a session with some "restored/always on top" dock widgets if I dock one then un-dock it again, it alone behaves correctly as I change window focus.
