[soundeffect] wrong playback on windows

    Description

      play minimal soundeffect with single click. expected behaviour single click is audible. actual behaviour: two clicks are heard (when using usb class compliant audio device)

      it seems to be a regression introduced by 62f36f686df93df40b6b44778fec030193d5624e. re-creating the audio client avoids the issue
