qtprotobufgen and qtgrpcgen cannot run when building developer build against dynamic protobuf

    Description

      When building Qt protobuf/grpc tests against dynamic protobuf libraries plugins fail with the following error:

      
CMake Error at C:/Users/semla/work/qt/qt5/qtgrpc/src/tools/qtprotobufgen/QtProtocCommandWrapper.cmake:22 (message):
  Unable to execute
  C:/Users/semla/work/qt/vcpkg/vcpkg_installed/x64-windows/tools/protobuf/protoc.exe:(1)
  --qtprotobufgen_out: protoc-gen-qtprotobufgen: Plugin failed with status
  code 3221225781.

      This happens because the required libraries are not in PATH.
