qt 6.9.0 - removing useLegacyPackaging crashes on armv7

      Hi,

      https://codereview.qt-project.org/c/qt/qtbase/+/591822

      This commit allowed using uncompressed libs on Android.

      It works fine when compiling for armv8

      But removing useLegacyPackaging fails for armv7 where it crashes with an error "cannot find executable directory" for the same code, reenabling the legacy behavior fixes the issue.

      I will do some more test and attach a sample code to this ticket.
