Automatically create a webhook whenever a new repository under qt/ is created. It is important that this feature is on by default for new repositories.

The webhook copies the issue name and description, creates an equivalent issue in bugreports.qt.io, closes the issue at the other source immediately.

Reasoning: For the sake of parsimony, that is - to reduce redundancy. There should be 1 right way of doing things whenever possible. When not, we should direct the multiple ways into the 1 right way.
