WebEngine cannot display PDF in debug builds on Windows

      On Windows 11, try to open any PDF (e.g. https://ontheline.trincoll.edu/images/bookdown/sample-local-pdf.pdf) in a debug build of a WebEngine based browser (e.g. Quick Nano Browser or Simple Browser). It will try to load the PDF plugin, but not display the PDF. This works fine in release builds.
