[OAS] OpenAPI client plan and initial backlog creation

Establish:

• An overall target vision/structure for the project in Qt 6.10 and 6.11 timeframe
• Initial backlog, identifying the key tasks and areas needing work

These are required for getting started with the project.

Unavoidably both will be preliminary and subject to changes throughout the progress of the project.
