[OAS] Create initial repository

OpenAPI work will need a repository. In all likelihood it will be a new Qt module.

Create a qtopenapi gitlab repository with minimal Qt module enabler files and structure. Can be an internal repository for now, but should become public once we're confident of the approach and have adequate substance in it.
