Consider moving envvar helpers from qhighdpiscaling.cpp to qenvironmentvariables.cpp

qhighdpiscaling.cpp constains qenvironmentvariables.cpp wrapper that return by std::optional. Consider moving them to qenvironmentvariables.cpp and making them public API.
