Make QT_PROTO_INCLUDES property transitive

    Description

      Currently users require adding the QT_PROTO_INCLUDES from protobuf libraries manually. This is not really convinient. Since cmake 3.30 we may make this property transitive and it will behave same way as INTERFACE_INCLUDE_DIRECTORIES.
