Add an option that makes tooltips intangible when hovering the cursor over it or clicking on it

When looking at multiple images tooltips, the tooltip of the previous file can get in the way for about two seconds.

Notice in the attachment how slow it is to hover the cursor over the tooltip to access the tooltip of the file under it, when compared with the speed of hovering the cursor to the file on the side.

PS: In my newbie opinion this might be related to QTBUG-132519 because it felt like its tangibility was the cause of the scrolling stopping, and not stuttering like it's suspected.
