Fixed-offset QTimeZone instances fail to do L10n

    Description

      It seems I missed this in the work on QTBUG-115158.
      The fixed-offset backend overrides, QUtcTimeZonePrivate::displayName(), are missing support for their locale parameter.
      They need similar treatment to what I did to the TZ and MS backends for QTBUG-115158.
