Update Vale linting config and vocabularies

      Vale seems to work fine in Visual Code as a linting tool.

      There was a change in how the Vale config is set up and the directory structure in qtqa need to be updated.

      Also, the vocabulary and style can be updated.

      This task can be ongoing as we tweak the vocabulary and styles.
