Create common test framework

Use QNetworkAccessManager to send messages to Microsoft / Apple / Firebase servers, triggering a push notification that can then be revived with the receiving code that was written previously.

Put the part sending the request into its own cmake project and build a dll so it can be reused in multiple applications.
