Qt supports Windows 10 1809: Supported Configurations.
Windows ships the ICU.dll starting from 1903: History of changes to the ICU Library on Windows.
When you try to run the app on Windows 10 1809, then you will get an error about not found ICU.dll.
Workaround: copy the ICU.dll from Windows 10 2004.
I've tried to disable linking with ICU by -no-feature-icu, but it still used it.
Additional -no-feature-winsdkicu helped to disable it, but it's a private feature.
