TASK_FILTER improvement for Build_REPO_Commercial Jenkins Job

Currently, when running Build_REPO_Commercial job with something in TASK_FILTER field the job finishes successfully if content in TASK_FILTER is not matched with anything.

Suggestion: Improve task filter parsing in such a way that if TASK_FILTER field has some input ie. is not empty, error out the job run if content does not match anything.

Reason: help notice filter errors and/or misconfigured filter, such as recently failed "apalis-imx6,colibri-imx6,apalis-imx8" run which naturally succeeded the run but failed to update the repos.
