Support other character encodings in QIBASE driver

      could you please adjust the QIBASE driver plugin to support other character encodings than UTF-8 which is currently hardcoded? Since upgrading from Firebird 2.5 to 5 I'm having trouble with a strange string truncation error which I believe is because my Firebird database (from a 3rd party software, so I can't simply switch to UTF8 there) uses WIN1252 instead
