oriya script open type features are not applied properly, result in incorrect rendering of below based forms not rendering correctly

      steps to reproduce

      1) type any combination shown in attached image
      i.e. u0b2c u0b4d u0b21

      2) rendering is not correct

      Extra Info,

      It looks harfbuzz engine is not applying open type table properly, i think t should reorder it to u0b2c u0b21 u0b4d and then send to open type table for proper rendering

      please see let me know if any more information required
