Graphs BarSeries only displays values does not show labels

    Description

      Chart having a BarSeries and setting the property `labelsVisible: true`, Only the value is displayed not the label given to the BarSet. This is reproducible on all platforms(macOS, windows, Linux, Android, iOS).
