Blacklist tst_QFileDialog::completer on vxworks

    Description

      tst_QFileDialog::completer is very flaky on vxworks  making integration of some patches needed to be re-staged over 5 times each.

      Here are two examples of such cases:

      tst_QSizeGrip::hideAndShowOnWindowStateChange is flaky on Ubuntu (639117) · Gerrit Code Review

      This test is only flaky on vxworks and has been blacklisted only on that platform.
