Qt MySQL driver does not add milliseconds for QDateTime in formatValue()

    Description

      Fraction of seconds are not inserted when calling QMYSQLDriver::sqlStatement(QSqlDriver::InsertStatement, ...) for QDateTime record fields.

      To reproduce the issue, edit the connection fields to connect to your database and then run the project.
