Blacklist tst_qquickiconimage tests for Windows 11 24h2

    Description

      Windows 11 24h2 x86_64 will replace 23h2. We need it to get it blocking so let's blacklist the failing tests for qtdeclarative:
      tst_qquickiconimage::nameBindingSourceSize()
      tst_qquickiconimage::alignment()
      tst_qquickiconimage::svgSourceBindingSourceSize()
      tst_qquickiconimage::color()
      tst_qquickiconimage::fileSelectors()
