Blacklist tst_QDnsLookup::lookupNxDomain for Windows 11

    Description

      Windows 11 24h2 x86_64 will replace 23h2. We need it to get it blocking so let's blacklist tst_QDnsLookup::lookupNxDomain for qtbase.
