Usually scales ( and the ticks ) are expected to be aligned to multiples of 2,5,10 depending on

• "range of interest"
• the available space ( tick labels might overlap etc ) on screen

However both parameter are often the result of user interaction ( zooming/panning, resizing the window ) and are not known at implementation time.
