When the app is recently granted permissions, calling camera.start() in QML makes the camera go active, but it does not transmit any frames.

Steps to reproduce:

1. Have a QML camera app where permissions are not already granted
2. Start the application
3. Request camera permissions
4. User grants permission
5. Call camera.start()
6. Camera goes into active mode
7. No frames are transmitted.
