Add ability to disable QBoxLayout effective margins on macOS

      There is no way to disable effective margins for QBoxLayout on macOS. The most obvious way to solve this problem is to add a separate style hint (SH_BoxLayoutUseEffectiveMargins) that allows to disable effective margins. A difference file for possible implementation is attached (Qt 6.9.1).
