Move QQuickAttachedPropertyPropagator to Qt Quick

    Description

      Currently it's in public in src/quickcontrols, but with some supporting API (like QQuickAttachedPropertyPropagatorTarget to support attaching custom types to non-QQuickItem types), we can make it available for Qt Quick.
