QGuiApplication::inputMethod()->locale() returns a wrong locale [again]

      The same issue as QTBUG-48772, but it seems revived in recent Qt's in Linux and Windows (not macOS).

       

      As reported in the above bug report, simply 

      QGuiApplication::inputMethod()->locale().language();

      always returns QLocale::English. Also, the change of locale on the platform does not emit QInputMethod::localeChanged() signal.
