As part of the new parser for dates, times and datetimes (and the associated framework for parsing text patterns), there shall be a DigitSequence parser, that it makes sense to place within QLocaleData, which it uses, and use it to rework the QLocaleData::numberToCLocale(), replacing or taking over parts of what its NumericTokenizer and NumericData currently do.

This will give the DigitSequence component some testing and verification that it works well.
I won't, at this point, be applying the other parts of the text pattern machinery to QLocaleData's number-parsing.
