Need to have a new mkspec for c++98 compilers on symbian

      RVCT 2.2, WINSCW/mwccsym2 3.2.5 build 489, GCCE 3.4.3 are not c++98 compilers
      can't support Qt Concurrent with them

      Current solution is using RVCT 4 and GCCE 4.x, and maybe latest winscw which supports C++98 to have Qt Concurrent.

      For now it is only valid for Symbian^4, just because there is no plan to support RVCT 4 on Symbian^3.

      When you run configure.exe and qmake before sbs, you do not know which compiler will be used.
