qmlformat: Documentation for CLI options and INI file options are not sync'ed

      • The "Options" section is missing many default values. In contrast, the "Settings File" section shows all the default values.
      • The "Settings File" section is missing the entry for "SemicolonRule". In contrast, the "Options" section does contain --semicolon-rule

      Perhaps merging the two tables might help prevent similar issues in the future (as well as reduce the amount of duplicated descriptions)?
