need a standard http server for use in autotests

      qtbase, qtdeclarative and qtwebengine repos (at least!) all have their own test servers, for autotests that need to check http client use cases. Why aren't we sharing code?

      Besides, there is QHttpServer. Not sure if it's suitable for autotests, because we need to test malfunctions.
