Create -minimal-qt3support option to configure

      In order to disable building Qt3Support by default, we should provide the option for it to be reenabled by others. This requires that QtCore and QtGui be compiled with the Qt3-supporting options (especially the modifications to the QObjectPrivate).

      The sending of child events should be enabled/disabled at runtime, if possible.
